If I recall correctly, there is foam insulation you can buy to wrap
around the heating tape. What I used on my outside spigot is
styrofoam wrapping paper that I cut into long strips for wrapping.

I remember in Minnesota, heaters that had a magnet and you
would just attach this to the oil pan. This would be easier to
install, but I don't think it would be as efficent.

I am replacing my hot water bottles that I used to use to
heat the inside of my throwing platform in the winter. I heated them
in a bucket on the wood stove. They have a low square table here in
Japan called a kotatsu. The modern ones have attached to the bottom
of the table top. A blanket is put between the table top and the
frame to keep the heat on you lab. I found one of these tables in
the shrine woods behind our house. Took the heater off with my Gerber
Multi-pliers and attached it under my seat in the throwing plaform
(away from any spashes.) Now I have "happy feet." I will still
heat up 2 liter bottles for the cats when it gets cold.
