Dear NCECA Members:

Thanks to all those who attended our 2007=20
conference in Louisville, Kentucky. It was a=20
great conference with many highlights and 4282 in=20
attendance! We thank the City of Louisville and=20
our on-site co-liaisons Todd Burns and John=20
Guenther for making us feel right at home.

During the conference I had the opportunity to=20
meet with Peter Morrin, Director of the Speed=20
Museum in Louisville. Peter is a representative=20
of the Association of Art Museum Directors that=20
is leading an effort to help pass the Artists=20
Fair Market Value Deduction bill. Their current=20
efforts are to get members of Congress to sign up=20
as co-sponsors, and secondly to identify a member=20
of congress who will be effective in getting Dana=20
Goia, chairman of the NEA, to convene a meeting=20
across many disciplines to examine the positive=20
effects of passing the bill. Anita Difanis,=20
lobbyist for the AAMD has written a letter laying=20
out the plans for getting the bill passed. I feel=20
this is very important legislation for all the=20
art disciplines and encourage you to write your legislators.

Our conference manager Dori Nielsen is hard at=20
work examining options for us to host the New=20
Orleans conference in 2008. I will be in touch=20
with you as soon as we have news.

Artists Fair Market Value Deduction Bill
Dear AAMD Colleagues:

I am happy to report that the artists=92=20
fair-market value deduction bill has been=20
reintroduced in both the Senate and the House.=20
This year both bills have the same name and, as=20
in the past, are identical bills -- although they=20
each have a different bill number. They are also=20
the same bills that have been introduced in each Congress since 1999.

In the Senate, S. 548, the =93Artist-Museum=20
Partnership Act=94 was once again introduced by=20
Senators Patrick Leahy (D-VT) and Robert Bennett=20
(R-UT) to whom we owe a debt of gratitude for=20
their unfailing support of this bill. The Senate=20
bill currently has 19 cosponsors. Please contact=20
your senators and ask them to cosponsor (see=20
contact information and draft letter below).

In the House H.R. 1524, the =93Artist-Museum=20
Partnership Act=94 was introduced by=20
Representatives John Lewis (D-GA), Jim Ramstad (R-MN) and Lloyd Doggett=
(D-TX).
Representative Lewis gave a rousing introduction=20
to the bill last week to a standing room only=20
crowd at Arts Advocacy Day when he compared the=20
arts to the wings of the bird of freedom that=20
carried the civil rights movement forward when he=20
marched in Selma with Reverend Martin Luther=20
King. He said the movement was given life by the=20
arts in its songs, posters, photographs, paintings and plays.

In past years there have been over 100 cosponsors=20
in the House in support of this legislation. Past=20
cosponsors and new members to Congress all must=20
be contacted and invited to cosponsor (see=20
contact information and draft letter below.)=20

letters you send to the Hill, they are important=20

receive so many emails they are often ignored or=20
sometimes deleted. Unfortunately, their web site=20
will not likely give a fax number -- for that you=20

this legislation would enable museums, libraries=20
and archives to solicit original works from=20
artists, writers and composers who are both=20
regional and national and help us strengthen the=20

institution]. Currently, an artist, writer or=20
composer can only deduct the cost of materials to=20
create the work, which is not a large incentive=20
to donate, particularly since the majority of=20
artists, writers and composers in this country earn very little.

Since the law allowing artists to deduct the=20
fair-market value of self-generated works to a=20
museum or library was repealed in 1969 there has=20
been a dramatic decline in the number of such=20
gifts offered to institutions. Many national and=20
important regional artists, writers and composers=20
sell their original works to private collectors=20
or abroad, which effectively keeps them from ever=20
being enjoyed by the American public. We are, in=20
essence, deprived of part of our cultural and artistic heritage.

I look forward to hearing that you have become a=20
cosponsor of this most important cultural=20
legislation and to sharing that information with=20
[my community, my board of trustees, etc.].
